A project can be technically sound, commercially viable, and ready to start, yet still lose weeks because the submission package does not match the proposed works. This guide to BCA plan approval explains how Singapore building projects move from concept to statutory clearance, what must be coordinated before submission, and where avoidable delays usually arise.

BCA plan approval is not a single administrative formality. It is a regulated review process that may involve architectural, structural, accessibility, buildability, and construction requirements, depending on the scope. A clear authority strategy at the outset helps owners, developers, architects, and contractors protect program dates and avoid costly redesign after works have been tendered or mobilized.

What BCA Plan Approval Covers

The Building and Construction Authority regulates building works under Singapore’s building control framework. For many projects, the submission process includes plans prepared and endorsed by the appropriate Qualified Person, with input from Professional Engineers and specialist consultants where required.

The precise approval route depends on the nature of the work. New developments, additions and alterations, change-of-use works, structural strengthening, retaining structures, roof additions, façade modifications, and major interior renovations can each trigger different technical submissions.
