A structural drawing may look complete when it leaves the designer’s desk, but it cannot be treated as an approved construction document until it has been endorsed by the right licensed professional. For owners, architects, contractors, and developers asking who can endorse structural drawings, the answer in Singapore depends on the project scope, the structural system involved, and the statutory submission route.
An incorrect endorsement can lead to rejected submissions, construction delays, redesign costs, and exposure to safety and compliance risks. The practical starting point is to distinguish between preparing a drawing, checking it, endorsing it, and obtaining authority approval. These are related responsibilities, but they are not interchangeable.
The primary endorser is a Professional Engineer
For structural works in Singapore, structural drawings are generally endorsed by a Professional Engineer (PE) registered with the Professional Engineers Board (PEB) in the relevant discipline. In most building projects, this means a PE in the civil and structural engineering discipline acting as the Qualified Person for structural works.
The PE takes professional responsibility for the design. Their endorsement confirms that the proposed structural system has been designed in accordance with applicable regulations, design codes, loading requirements, material specifications, and site conditions. This can cover reinforced concrete, structural steel, foundations, retaining structures, roof framing, transfer beams, slabs, columns, and other load-bearing elements.
A PE does more than apply a professional stamp to a completed set of plans. Before endorsement, the engineer must evaluate the design basis, structural analysis, geotechnical information where relevant, imposed loads, construction sequence considerations, and coordination with architectural and M&E requirements. If these inputs are incomplete or inconsistent, endorsement should not proceed.
For an addition and alteration project, the PE may also need to assess the existing building before endorsing new works. Cutting a slab opening, adding equipment loads, removing walls, constructing a mezzanine, or installing a solar panel system can all affect the building’s load path. What architects, contractors, and draftsmen can do
Architects, BIM modelers, drafters, contractors, and specialist fabricators all contribute essential work to a structural drawing package. They may develop coordinated drawings, construction details, models, schedules, shop drawings, and installation proposals. However, they cannot replace the statutory endorsement of a registered PE where PE endorsement is required.
An architect may be the Qualified Person for architectural works and coordinate the overall development submission, but this does not authorize the architect to endorse structural design as a civil and structural PE.
