A renovation can look straightforward until it affects a structural wall, fire compartment, façade element, or regulated building system. At that point, the question is no longer only who can carry out the work. It becomes: what is a qualified person, and does the project require one to prepare, endorse, submit, inspect, or supervise the work?
In Singapore’s built environment, a Qualified Person, commonly called a QP, has a specific statutory role. The QP is not simply an experienced contractor, designer, or project manager. They are a registered professional with the required practicing credentials who can take responsibility for regulated plans and work under applicable building-control requirements.
For owners, developers, contractors, and building managers, appointing the right QP early is often the difference between a controlled approval process and expensive redesign, rejected submissions, or site delays.
What Is a Qualified Person?
A Qualified Person is generally a registered architect or professional engineer who holds a valid practicing certificate and is appointed for a building project within their professional discipline. Under Singapore’s regulatory framework, the QP prepares and submits plans to the relevant authority, coordinates technical compliance, and takes responsibility for the design and supervision duties assigned under the project’s approval conditions.
The exact scope depends on the nature of the work. A QP may be appointed for architectural matters, structural matters, or both through separate professional appointments. For example, an interior renovation involving only non-structural changes may require architectural review and submissions. If the same renovation removes part of a wall, changes floor loading, creates new openings, or alters a staircase, structural assessment and a structural QP may also be necessary.
A QP’s role is tied to statutory responsibility. That is the key distinction. A contractor may be highly capable of construction, and an architect or engineer may provide technical advice, but regulated submissions and endorsements must be handled by a professional who is properly qualified and appointed for that specific work.
Why a QP Is Needed for Regulated Building Work
Authorities review building works to protect public safety, structural integrity, fire safety, accessibility, sanitation, and the wider built environment. The QP provides the professional accountability that supports this process.
Depending on the project, the QP may prepare drawings and calculations, coordinate with specialist engineers, submit plans, respond to technical comments, inspect completed work, and issue the documentation required for clearance or completion. This work may involve Building and Construction Authority requirements, as well as coordination with agencies such as the Urban Redevelopment Authority, Singapore Civil Defence Force, Public Utilities Board, Land Transport Authority, National Environment Agency, JTC, HDB, or NParks.
This does not mean every project requires the same authority submissions. Minor works can have different requirements from additions and alterations, change-of-use applications, industrial fit-outs, or major redevelopment. The applicable pathway depends on the building type, site conditions, scope of work, existing approvals, and affected building systems.
QP Architect and QP Structural Engineer
The term QP is often used broadly, but the professional discipline matters. A project should not assume that one appointment covers every regulated component.
QP for architectural works
An architectural QP typically manages matters related to architectural design, building layout, use, access, building envelope changes, code compliance, and the coordination of architectural submissions. This can include additions and alterations, change of use, renovation layouts, accessibility provisions, and architectural coordination with fire safety and other authority requirements.
For a commercial tenant fit-out, for instance, the architectural QP may review the proposed layout, exit routes, compartmentation, ceiling works, and the impact on approved plans. Where the fit-out affects fire safety provisions, separate fire safety submission requirements and specialist coordination may be needed.
QP for structural works
A structural QP is required when work affects the load-bearing system or structural performance of a building. Typical triggers include hacking or altering reinforced concrete elements, adding openings in slabs or walls, installing heavy equipment, constructing mezzanines, modifying roofs, changing loading conditions, or carrying out structural strengthening.
The structural QP assesses the existing conditions, determines whether the proposed work is safe, prepares structural design details where required, and coordinates submission and supervision obligations. If the structure has existing damage, corrosion, cracking, settlement, or unauthorized alterations, a more detailed investigation may be needed before a design solution can be confirmed.
A QP Is Not the Same as Every Other Project Professional
Building projects often involve several specialists. Confusing their roles can leave gaps in responsibility.
A contractor carries out the physical works. A project manager coordinates budget, schedule, procurement, and site activities. A registered inspector may perform specific statutory inspection functions. An Accredited Checker performs independent design checks where required. Professional engineers in mechanical, electrical, geotechnical, or other disciplines may be appointed for specialist systems and designs.
The QP’s central function is different: they are the appointed professional responsible for the regulated design, submission, and supervision role within the scope of their appointment. A capable contractor cannot replace the QP’s statutory responsibilities, and a QP should not be expected to certify specialist matters that fall outside their discipline or agreed scope.
This is why clear appointments matter. Owners should confirm who is responsible for architectural submissions, structural submissions, fire safety coordination, temporary works interfaces, site inspections, and completion documentation before construction begins.
When Should You Appoint a Qualified Person?
The best time to appoint a QP is before committing to a design, signing a construction contract, or starting demolition. Early technical review identifies whether the proposal is likely to affect approved plans, structural members, fire-rated construction, means of escape, façade elements, utilities, or planning controls.
Late appointment creates predictable problems. A contractor may have already priced work that cannot proceed as drawn. Materials may be ordered for an unapproved layout. Hacking may expose structural issues. A fire safety review may require reconfiguration of partitions, doors, travel distances, or mechanical systems. Each correction affects cost and schedule.
Early QP involvement is particularly valuable for the following project types:
- Additions and alterations to commercial, industrial, and residential buildings
- Change of use for offices, retail units, warehouses, factories, and food-related premises
- Structural modification, strengthening, loading upgrades, and equipment installation
- Façade replacement, external cladding work, and building-envelope alterations
- Fire safety rectification, reinstatement, and tenant fit-out works
- Projects involving older buildings, incomplete records, or suspected unauthorized work
For a property purchase or lease, a pre-commitment technical review can also be useful. It can identify whether a buyer’s intended use or renovation plan is realistic before funds are committed.
What a QP Needs Before Making a Submission
A proper submission is based on verified information, not assumptions. The QP will normally need a clear project brief, current drawings, site measurements, photographs, information on the existing structure and systems, ownership or authorization details, and the intended scope of works.
For older properties, existing drawings may not match site conditions. Previous renovations may have changed layouts, concealed building services, or altered structural elements. In these cases, site surveys, exploratory checks, record searches, structural assessment, or forensic investigation may be required before the QP can confirm a compliant approach.
The QP also needs a coordinated design team. Architectural plans, structural details, mechanical and electrical work, and fire safety provisions must not conflict. A submission that appears complete on paper can still encounter delays when disciplines are not coordinated or site work differs from approved drawings.
How to Select the Right Qualified Person
The right QP is not selected only by professional title. The appointment should match the project risk and submission pathway.
First, confirm the professional’s registration, practicing status, and relevant discipline. Next, assess whether they have experience with the property type and proposed works. A warehouse loading upgrade, a conservation-area alteration, a high-rise façade issue, and a residential interior renovation each present different technical and authority considerations.
Ask what is included in the appointment. The scope should state whether it covers design review, authority submissions, responses to comments, site inspections, coordination with other consultants, rectification support, and completion or clearance documentation. It should also identify exclusions, because specialist studies, detailed investigations, independent checks, and additional authority requirements may need separate appointments.
A low initial fee can become costly if the scope is too narrow for the actual project. The practical objective is not merely to obtain a submission. It is to obtain an approvable, buildable solution that can be executed and documented properly.
The Cost of Treating QP Requirements as an Afterthought
Proceeding without the required professional review can expose owners and contractors to stop-work instructions, rejection of submissions, rework, delayed opening dates, enforcement action, and potential safety risks. The commercial impact is often greatest where tenants, production operations, handover commitments, or financing timelines are involved.
There is also a long-term property risk. Unauthorized work may create complications during sale, refinancing, insurance review, future renovations, or building inspections. Rectifying unapproved structural or fire safety work after completion is generally more disruptive than resolving the issue during design.
A Qualified Person does not remove every project risk. Approval timelines can vary, existing conditions can reveal unforeseen issues, and some proposals may need redesign to meet regulatory requirements. What the QP provides is accountable technical leadership, a defined submission route, and earlier visibility of constraints that could otherwise surface on site.
Before approving a design or mobilizing contractors, have the proposed work reviewed against the building’s approved condition, the affected systems, and the relevant authority requirements. A properly appointed QP gives the project a defensible starting point and a clearer path from concept to compliant completion.
