A proposed open kitchen, enlarged doorway, recessed electrical trunking, or new bathroom layout can look like a straightforward interior renovation. In an HDB flat, however, HDB renovation structural approval becomes a critical question the moment work may affect a structural element, building safety, waterproofing system, or common service route. The cost of getting this wrong is not limited to a rejected permit. It can involve stop-work instructions, reinstatement, damage to neighboring units, and liability for unauthorized alterations.

The practical rule is simple: do not treat a wall, slab, beam, column, or service enclosure as removable or alterable until its status has been verified. Architectural drawings, site conditions, and earlier renovations do not always tell the same story. A proper assessment protects the owner, renovation contractor, and future buyer of the flat.

What HDB Renovation Structural Approval Covers

HDB regulates renovation work to protect the structural integrity, fire safety, building services, and shared living environment of public housing. The depth of investigation depends on the risk. A small localized issue may be resolved with verification and a clear work method, while a proposed opening in a structural wall may be prohibited or require a fundamentally different design solution.

The first mistake is relying on verbal assurances that a wall is “only a partition.” Unless its status is confirmed from reliable information and site assessment, that statement has no engineering value. Similar-looking walls can perform very different functions in different blocks and unit layouts.

The second is assuming that prior alterations are approved simply because they already exist. Unauthorized work can remain undiscovered for years. A new owner who alters, sells, or renovates the unit may then be asked to clarify or reinstate the condition. Existing works should be documented and assessed rather than copied without review.

The third is treating permit approval as a construction instruction. Approved drawings define the permitted scope, but the contractor must still follow safe work methods, protect existing services, and stop if actual site conditions differ from the drawings. An unexpected beam, concealed pipe, or thicker-than-expected wall is a reason to reassess, not to continue hacking.

Finally, owners sometimes engage separate parties for design, structural advice, authority submission, and rectification only after a problem occurs. This can create conflicting drawings, gaps in responsibility, and repeated site visits.
