A tender can fail before contractors submit a single price. An unclear demolition boundary, an omitted fire-stopping requirement, or a drawing that does not match the specification can produce prices that appear competitive but cannot be compared fairly. Knowing how to prepare tender documents is therefore not an administrative exercise. It is a technical control process that defines what will be built, who is responsible, and what compliance outcomes must be achieved.
For owners, developers, architects, facility managers, and contractors, complete tender documentation reduces disputes, variation claims, program delays, and procurement risk. It also gives the project team a defensible basis for evaluating bids beyond the lowest lump-sum number.
Start with a scope that can be priced
The first requirement is a written scope of work that describes the intended outcome in measurable terms. Avoid broad instructions such as “upgrade the lobby,” “repair façade defects,” or “make good affected areas.” These phrases leave contractors to make different assumptions about access, finishes, temporary works, testing, disposal, and reinstatement.
A workable scope identifies the physical location, extent of work, materials, performance criteria, construction constraints, interfaces with existing systems, and required handover deliverables. For an addition and alteration project, this may include demolition, structural strengthening, architectural reinstatement, mechanical and electrical modifications, fire safety works, authority submissions, testing, commissioning, and as-built records.
The level of detail should match the procurement route. A fully designed lump-sum tender needs coordinated drawings and specifications so bidders price the same work. A design-and-build tender can leave more design responsibility with the contractor, but it must still state the required performance, submission obligations, approval responsibilities, and quality standards. How to prepare tender documents for a compliant project
Tender documents should translate design intent and statutory requirements into a coordinated package. For building works in Singapore, the package may need to account for BCA requirements, URA planning conditions, SCDF or FSSD fire safety requirements, PUB drainage and sanitary provisions, and other relevant agency conditions. The applicable authorities depend on the site, use, scope, and location. Not every project will require every submission.
Begin by confirming the project’s approval pathway. Establish whether the proposed work requires planning consent, building plan approval, structural plan endorsement, fire safety plan submission, temporary occupation documentation, or specialized clearances. Existing unauthorized works, changes of use, façade alterations, and structural modifications can materially affect the tender scope and construction sequence.
The tender should clearly distinguish between work that has already been approved, work still under submission, and work that is excluded pending authority direction. If bidders are asked to carry provisional sums for uncertain items, define what those sums include and how they will be adjusted. A strong tender package normally contains several documents that must agree with one another. The written scope explains the intended works, while drawings show locations, dimensions, details, and interfaces. Technical specifications set material, workmanship, testing, and acceptance requirements. The pricing document gives bidders a common structure for submitting their costs.
The following documents are often required for building and engineering tenders:
- Invitation to tender, instructions to tenderers, return deadlines, site-visit requirements, and bid validity period.
- Conditions of contract covering payment, insurance, warranties, extensions of time, variations, liquidated damages where applicable, and dispute procedures.
- Architectural, structural, civil, mechanical, electrical, fire safety, and specialist drawings relevant to the works.
- Specifications for materials, installation methods, protection of existing property, testing, commissioning, and defect rectification.

Coordination is more valuable than volume. Define existing conditions and project constraints
Tender pricing becomes unreliable when bidders do not understand the site they are entering. Existing buildings carry unknowns that cannot always be eliminated, especially in renovation, structural repair, façade rectification, and M&E replacement projects. The objective is not to promise that no unknown conditions exist. It is to disclose known conditions and establish a fair mechanism for dealing with unforeseen conditions.
Provide available surveys, inspection reports, photographs, record drawings, utility information, and access limitations. For structural alteration works, include the findings of structural assessments and identify load restrictions, required shoring, sequencing limitations, and areas where intrusive investigation may be needed. For façade works, state access requirements, inspection findings, suspended-platform constraints, public protection measures, and water-tightness or reinstatement criteria.
Site visits are useful, but they are not a substitute for proper documentation. Each contractor may notice different conditions, and late clarifications can create inconsistent pricing. Issue formal responses to tender queries to all bidders so every tenderer works from the same information.
Make quality, safety, and testing measurable
Requirements such as “high quality workmanship” or “comply with all regulations” are necessary but insufficient. Tender documents should specify how workmanship will be inspected and accepted. This is particularly critical for fire-rated systems, structural connections, waterproofing, façade repairs, electrical works, and mechanical systems that require testing and commissioning.
Set out the required inspection hold points, material approvals, mock-ups, samples, test methods, acceptance thresholds, and records to be submitted. If a contractor must provide manufacturer warranties, state the required duration and whether the warranty must cover labor, materials, or both. If independent testing is required, identify who appoints the testing party and who bears the cost.
Safety obligations should also be project-specific. Include requirements for work at height, lifting operations, hot works, confined spaces, occupied-building protection, traffic management, dust and noise control, and emergency arrangements when relevant. Generic safety wording should be supported by practical constraints such as permitted work hours, tenant coordination procedures, and isolation protocols for live services.
Structure pricing so bids can be compared
The lowest tender is only meaningful when all bidders have priced the same scope. A bill of quantities is useful for larger or well-defined projects because it creates a detailed basis for measurement and valuation. A schedule of rates may be better for repair, maintenance, or investigation works where quantities are uncertain. For small, clearly defined works, a lump-sum pricing schedule may be sufficient.
Whichever format is used, ask bidders to identify exclusions, qualifications, provisional sums, unit rates, and alternatives separately. Do not allow major qualifications to remain buried in a cover letter. A tenderer may offer an attractive total price while excluding night work, authority fees, temporary protection, testing, reinstatement, or disposal.
Evaluation should consider more than price. Review the contractor’s understanding of the scope, proposed construction methodology, program, manpower, relevant project experience, financial standing, safety record, quality controls, and ability to meet submission and handover requirements. A contractor with the lowest price but no credible plan for occupied-site logistics or statutory coordination can create greater downstream cost.
Control clarifications and changes before award
After issuing the tender, maintain a formal clarification process. Record every query, issue responses to all tenderers where the answer affects pricing, and keep a revision register for updated drawings or addenda. A late sketch sent only to one bidder can compromise the fairness of the procurement process and complicate later contract administration.
When bids are received, prepare a bid comparison that normalizes key differences. Adjust for exclusions, missing items, arithmetic errors, alternative proposals, and noncompliant assumptions before ranking prices. If a tenderer appears significantly lower than the market, ask targeted questions rather than assuming the price is a saving. The gap may reflect a genuine efficiency, but it may also reveal an omitted work item or a misunderstanding of the design.
Before recommendation and award, confirm the final scope, agreed clarifications, contract conditions, insurance requirements, completion date, and list of contract documents.
